Why has leaky buildings happened in New Zealand has it happened elsewhere?
The problems in New Zealand are very similar, both in cause and result, to problems in Canada, the USA and Australia and frankly should have been avoided if the government agency responsible for overseeing the building industry under the Building Act 1991 the Building Industry Authority was doing its job properly. Its failure to do that job was a large part of why the Building Industry Authority was disestablished under the Building Act 2004.
